The European Commission announced its intention to fully liberalise the postal market. Will thus, as of 2009, national operators have more than monopoly distribution of letters under 50 grams. It similarly, go in the near future for rail transport and distribution of energy. Europe and led the public service to operate a true metamorphosis. However, the rural France fears to change prices. One of the explanations for the failure of the referendum on the European Constitution is this fear to see local services in rural areas.
Certainly, the European Union imposes an obligation of a "universal service" which takes the form of a distribution and a collection of mail five days per week for each citizen of the European Union. In addition, national Parliament clarified the mission of public service of the post and has imposed requirements in terms of accessibility to the service in the law on the regulation of the postal activities of May 20, 2005.

Most importantly, post seeks to reconcile its corporate interests and obligations of public service by an innovative approach combining sharing and diversification of the activity. Sharing by creating "points position" in the villages, i.e. support of the post office counter by a trade in proximity, pooling also by the now intermunicipal nature of the post office. Diversification of the offer by the postal account last year and, by the end of the year, by a direct offer to individuals, human services. The La Poste Group uses with skill its public service mission in the service of its trade policy, which is not inconsistent.
This strategy strengthens the public service of proximity, but interferes on the financing by the State of the public service. In effect, to fund a service of general economic interest and in particular the universal service in Member States, State aid, compensation funds or cost-sharing system are permitted by the European Commission (articles 16 and 86 of the EC Treaty). However, the aid to be lawful, must be limited to what is necessary for the performance of the obligation of a public service mission and compensate the additional costs incurred by the company to re-establish a competitive balance between responsible for undertaking this mission and its competitors.
The assessment of compensation attributed the position to maintain a network of proximity is delicate, since this company derives indirectly benefit of this mission. However, the support of the mission of public service deserves reward. The parameters for the calculation of the compensation must, therefore, appear for absolute transparency to ensure objectivity.
To this end, the creation of a national agency of the territorial continuity of public services represents a relevant solution. In the same way that the creation of the Agency France, responsible for the management of debt and the Treasury of the State, placed under the authority of the Director-General of the Treasury and economic policy of the Ministry of the economy, participates in the reform of the State and modernization of its cash and debt managementin a European context that requires a strict transparency framework, the new agency, under the authority of the Minister responsible for the planning, render legible to our European partners loads to the missions of public service and their remuneration.
The creation of the national agency of the territorial continuity of public services would prevent litigation before the Community judicature to national companies providing a public service mission and would thus ensure the sustainability of local public services.
Reconcile Europe and local public services, is to ensure that there will be no Republican wildfires in France and in the European Union.
