When Pascal Chazal arrived in the Vosges, on him was "place the red carpet", he says, a little bitter. The head of Ossabois, specialist in the construction of wood-frame houses, this pattern came to settle in the common lorraine Union, end of 2007. The objective Return to a former plant closed by SEB and part of 439 employees left on the tile by the appliance manufacturer. By 2010, the site was to employ 130 people, the posts being proposed, as a priority, to the elders of SEB des Vosges.
However, sixteen months after his arrival, Pascal Chazal said have not received promised grants. And by the President and CEO, Ossabois, whose order book is full despite the crisis, is now weakened. On the expected euro 900,000, he received only 160,000 euros for the moment. As expected, SEB invested 10,000 euros converted employee. But the Department and the region have proposed that a part of the planned amounts while the State has not yet finalized the hand in the Pocket.

Angel project
The adventure of Ossabois in the Lorraine Department yet well started. The idea of transforming a toaster in a construction company factory was bold. But, at the time, the project seems to Angel. On this pool of hurting employment, carries the niche of green building, local elected officials operate so all the levers to unlock aid for conversion devices. The State, through the inter-ministerial delegation to the development and competitiveness of territories (Diact), the Department, the region and SEB want to participate... Calculations made, it is suggested to the boss that he may have a 450,000 euros and that the State will double this amount. Without this public envelope, Pascal Chazal ensures that it would be certainly never occurred in the Vosges: "we were a small company of 180 people and it was almost double our workforce." We had to return to a primarily female staff while construction wood we use instead of men.
As of 2007, SEB and the region began to fund the training and retraining of workers in the wood industry. Early 2008, Ossabois was started with 60 people, mainly from SEB. First disappointment: the company receives a letter from the region indicating that, for reasons related to a possible "unfair competition", the envelope has been revised downward. "There is a sector existing wood, explains to the Regional Council, so there was a risk of distortion of competition.". An argument well belatedly discovered for this business leader already engaged in the recovery of the site. The months from, he learns that, with the State, its record is blocked: "Suspended in an administrative investigation" concerning European employment of labour conditions on previous projects. "It cannot give aid if the company is righteous, ensures a spokesman of the Diact." A trial is underway, we expect to know the results.
A mess
In the eyes of Marc de Ferrière, President of the firm of C & D International Dynamix, who accompanied the takeover, the case of Ossabois looks like a mess. "We have completed all of the files, it requested that much work. The record was accepted and a decision had been made on the principle. "The question is there. For public authorities, the misadventures of Ossabois is the misunderstanding. "No formal promise not him had been made." "It had, at most, to give a range of amounts corresponding to the case law of this type of project", provides Michaël Reynier, Secretary General of the interministerial commission for assistance to the location of the activities, which depends on the Diact. Because, according to Marc de Ferrière, there is a golden rule to respect: "aid should never be the status of feasibility of recovery." They always come in more. "But the exercise is difficult, especially in times of crisis.
With the recession, are the authorities tempted to review their commitments to downward or, at least, to save time The Diact is defending. "Our envelope's form until 2011." "With the crisis, we are instead instructed to expedite the proceedings", said Michaël Reynier. However, unexpected events are legion. "The time of the communication policy and the time of the company are not always compatible," says Marc de Ferrière. So lack of time received a cheque for 100,000 euros promised by the Department to hire 10 people and the region, the company DMS, which had yet again with success several employees of a plant for electric motors in Seine-et-Marne, comes to be placed in liquidation.
